[DUPLICATE] Hard Block: dev-python/setuptools_scm-3.2.0

During today's attempt to update, I encountered the following hard block:
[blocks B ] <dev-python/setuptools_scm-3 ("<dev-python/setuptools_scm-3" is hard blocking dev-python/setuptools_scm-3.2.0)

I've no idea where the "<dev-python/setuptools_scm-3" requirement is coming from, though. It's not listed in any of the other packages do be updated. I can post the output if need be. Any ideas?
