[Solved] Why does Portage want to rebuild loads of packages?

Problems with emerge or ebuilds? Have a basic programming question about C, PHP, Perl, BASH or something else?

It will be a change in your profile, which can happen with emerge --sync.
It looks like the perl use flag has been added.
There are four or five places USE flags can be set, not just /etc/make.conf.

The fast response is just luck - I was looking throgh 'Unanswered Posts'

Its probably due to new feature of portage - see bug IUSE changes should trigger --newuse.

It was discussed here few days ago - see emerge -uDN wants to re-emerge LOTS of existing packages.
