please read and follow the relevant network-configurations instructions (8.b in http://www.gentoo.org/doc/en/handbook/handbook-x86.xml?part=1&chap=8 ); after that, please post relevant local configs and errormsgs (if any).
looks like your if is not up; what does tell you? can you ping your own address? how is routing set up? has networking been configured and started? dhcp-issues (client and/or server)?
