After an overnight emerge -uND system I found I had this 'could not compile exe' issue.
I tried various other suggestions on here, all the older compilers etc
When I ran binutils-config I realised I wasn't using the latest version.
Switching to the most recent compiler, then the most recent binutils ...

if /bin/sh ./libtool --tag=CC --mode=compile x86_64-pc-linux-gnu-gcc -DHAVE_CONFIG_H -I. -I. -I. -I./include -I./include -mtune=k8 -march=k8 -O2 -pipe -fomit-frame-pointer -MT AA16.lo -MD -MP -MF ".deps/AA16.Tpo" -c ...

So, changed my CFLAGS for k8 and make.profile for amd64 recompiled the kernel and emerged a few packages.
Portage, baselayout, qt, bash and started kde.

During the kde emerge it ...

Me too, did you ever find a solution for this?

[I've mashed my portage and python somehow, managed to mount and run a python on a samba mount to another box by adding it to ld.so.conf and running ldconfig, but I now get this when trying to do anything portage]

I'd really rather not reinstall this ...

I just tried this emergency repair, but it's broken it worse I think.
Before I just had a missing symbol in libsandbox, now I get this:
/usr/bin/python: error while loading shared libraries: libpython2.3.so.1.0: cannot open shared object file: No such file or directory

I think it's well and truely ...

Broken compiler, on all my machines [RESOLVED -mtune]

I just did an emerge gcc (unstable) on each of my machines which recompiled glibc (2.3.4.20040808) Now it gives me the error "checking for suffix of object files... configure: error: cannot compute suffix of object files: cannot compile" whatever I try to emerge.
First I tried gcc-config to go back ...
