? Can i download this to that directory from the command line somehow?

You need to agree to some nonsence before you can download it. I would imagine you could grab it with links or lynx though.

i guess i have to download it on a seperate compy and burn it to a cd-r....

do you know if theres other files i'll need from there while i'm doing this?

i am get the same EXACT error on new install gentoo when to emerge kde

As mentioned, I just installed it separately...it works. Beats me why KDE would want the JRE, though!

You have java in your use flags, most likely.
