Firefox Keeps Compiling In Japanese

OK, so I have in my LINGUAS variable in make.conf, JA set, but I don't see why Firefox keeps compiling in Japanese. The program runs in English almost entirely, but a few plugins are in Japanese and it's driving me crazy. I know for a fact Firefox compiled as Japanese because I checked "Help->About" and it says:

Mozilla/5.0 (X11; U; Linux x86_64;ja; rv:1.8.0.1) Gecko/20060210 Firefox/1.5.0.1

Please help me.

I don't get it.

Your LINGUAS is set to JA and firefox is compiling in japanese, and that's strange to you?!

Well how about setting it to en or not setting it at all?

Well, LINGUAS is for extra languages, not for the primary...
