Follow the instructions for compiling your kernel in the gentoo wiki HOWTO_ATI_DRIVERS. Don't do anything else but compile your kernel.
Then, download the newest ATI drivers and do an automatic install
Add fglrx to your /etc/modules.autoload.d/kernel-2.* file and go back into X
You should have 3d acceleration. Test it by using:

fglrxinfoFollow the gentoo wiki HOWTO_fbsplash and compile your kernel, emerge splashutils, etc. Follow the whole thing to the letter.
Reboot and watch your nice fbsplash but you will notice your 3d accleration is gone. Bummer but just run the ATI automatic installer again and reboot.
Watch your nice fbsplash and when you get into X run
