Default key shortcuts gone in Plasma

I've made a fresh install of both Gentoo and KDE Plasma on a new SSD yesterday, and honestly I can't even tell if this belongs here or in the bugzilla, because of how long this has been happening ever since Plasma 6 came out.
I dunno if I'm missing a USE flag or a package as I didn't install the meta package for it, but running emerge -p plasma-meta doesn't show anything that could possibly have to do with key shortcuts or window management. It's pretty weird.

Even weirder is when I go to the settings, click on Import... and importing KDE Default for 3 Modifier Keys doesn't have any effect. A whole bunch of key shortcuts are missing, and some of them are even blank instead of showing "No active shortcuts".
Could my installation be corrupt or something? I'm not bothering going thru each shortcut entry one by one···

Some of them are default already. Try to remove or comment them out and see what happens with shortcuts.
right, my other installation has a much more minimal setup so i flip each flag individually there
which ones could it be tho'? there's shortcuts from KWin but that rather seems to just enable shortcut support and not actually configure any, the other one i can think of is X

some progress: turns out some of the default keys, specifically the most used (?) ones are actually there, notably the tiling and maximize/minimize ones, but for some weird reason they're disabled by default so i had to manually go and click on their checkbox

however it's still really strange that so many of KWin's are still missing, and importing one of the default sets provided still doesn't help, maybe i should get a different distro to test and see if it's the same there? (<- urging to file a bug)

Perhaps see that you have a '/usr/libexec/kglobalacceld' process running.

It should be automatically on a Plasma install, but needs to be manually, or some other way started in non-Plasma set-ups such as LXQt.

I suppose it's not that in any case, since /some/ of them seem to be working, and they just were not set.

Are they missing for a new, fresh and clean user as well?

i do, i've actually first tried checking that when i noticed something was off and after starting it once it now does whenever i log in
Are they missing for a new, fresh and clean user as well?
would it really be different for a new user? i mean i thought it had to do with the installation instead solely

I installed Gentoo with KDE Plasma 6 on a new NVME SSD in October last year. I copied .config and other stuff from the previous installation and everything is there, including my custom shortcuts.

You won't know until you try it.
Since you readily admit that do not know what is causing the issue and we are not physically at your computer, that is a valid troubleshooting step that you should be willing to execute so we can actually verify that it is "different for a new user "or whether it is "instead soley" with your installation.
Asking users to check if the issue can be replicated with a new user is a valid request. This troubleshooting method can determine whether this is a personal configuration issue or a system-wide issue with your installation. This is especially true for issues that involve personalized settings in KDE such as keyboard shortcuts. Every KDE user that logs in may have custom keyboard shortcuts that will be saved in a config file in their home directory. When you present a problem and have no idea what is the cause (especially with KDE settings), always be prepared to create and log in as a new user to help us determine whether or not it is a configuration issue limited to your user possibly involving configuration files in your home directory or if it is a system issue.

When you present a problem and have no idea what is the cause (especially with KDE settings), always be prepared to create and log in as a new user to help us determine whether or not it is a configuration issue limited to your user possibly involving configuration files in your home directory or if it is a system issue.

a'ight, so it's actually even worse when i log in as another brand new user, because there the default shortcuts are actually gone, like they're not just default disabled, just not there at all

importing shortcuts from the default (KDE Default for 3 modifier keys) also brings the same problem of having blank shortcuts while some of them are correctly assigned, notably the "Switch to Desktop" ones, alt+F4 and alt+tab
but not only that, even pressing the meta key won't spawn the app menu at all, nor will pressing meta+# launch any # app from the taskbar, so it's not just KWin's shortcuts that are gone there

Another thing that probably isn't the cause, but just to make sure: I remembered KWin has a built option for global shortcuts via USE="shortcuts", which is enabled by default so would have had to manually disable it... and I forget the exact effects of doing that, but yeah, just making sure that KWin is indeed built with it enabled.

All of them are there. I mean if you think there is something wrong with Plasma 6 on wayland that messes up shortcuts, this is probably not the case.

so not only are KWin's default shortcuts absent, for some reason the volume control ones simply refuse to work, even if they're already set

i've even tried adding the same key shortcut for them just to make sure KDE does recognize my keyboard's function keys, and even then i just can't change the audio volume from my keyboard, nor mute it (for that one, specifically and weirdly enough, the feedback pop-up does appear but the audio doesn't get muted whatsoever)

so at this point i can't even tell where all of this could be coming from, because again, this happens on both X11 and Wayland, and there have been no changes to that even after the update from a few days ago

Don't have any new ides, but for the volume control not changing levels, that makes me think it's possible configured to control a different device?

this has to be the weirdest thing i've experinced in Plasma··· i don't think i remember this happening last time i tried it, and apparently no one else is running into that··· unless the issue goes a lot deeper than just plasma itself, which would be totally outside of what i can guess
