Update is blocked because of circular use flag dependency.

It may be possible to solve this problem by using package.mask to
prevent one of those packages from being selected. However, it is also
possible that conflicting dependencies exist such that they are
impossible to satisfy simultaneously.  If such a conflict exists in
the dependencies of two different packages, then those packages can
not be installed simultaneously. You may want to try a larger value of
the --backtrack option, such as --backtrack=30, in order to see if
that will solve this conflict automatically.

emerge: there are no ebuilds built with USE flags to satisfy "~dev-qt/qtbase-6.8.3:6[opengl=]".

Last time when I had this issue I had to uninstall a lot of packages and re-do update. I don't know why same issue has come; I was expecting it to get sanitized.

What do you not understand about the package.use conflict right at the end of your output?

This is not a loop. Portage needs you to pick one of two ways forward. It is not clear to me if your response to asturm indicates you found an acceptable solution. If you still need help after doing as asturm suggests, please state so. Otherwise, please mark the thread as solved.
