Slow performance with SCSI

I'm running Gentoo 1.4 on a P-Pro200 with 64MB EDO ram and a 4 gig hard drive, but I've got some serious speed issues.

Usually comparing gentoo with windows is completely impossible, gentoo is so much better, but when it comes to this specific server, performance is so much slower, and i think it must be SCSI.

I've only been using gentoo for a couple months and switched on this server to gentoo. It's main duties are apache, mysql, php, postfix, cyrus and compared with windows 2000 server on the same machine, it's slow as hell.

It takes several seconds just to load my website, webmail or even to check my email via POP, used to be almost instantaneous with windows.

My questions are, how can i speed up this, is the problem caused by SCSI, is there something like hdparm to speed up scsi disks?

I'm having similar problems, though with the 2.6 kernel. My hdparm results look similar.

The drives are 10k rpm, and using an ultrawide controller, so i'd figure i'd get much better performance than i am.

A point in the right direction would be beneficial.
