QT Dependency Conflict

I have a lot of dependency issues after not updating for a few weeks and it's a nightmare. I'm not new to gentoo and linux but I'm also not the most experienced. I'm sorry if there are some unclarities as this is the first time I had to make post for troubleshooting.
I'll attach my make.conf and package.use file and the output when trying to emerge.

I would really appreciate it if someone could help me untangle this mess. I'm also open for advice to avoid this in the future.

No I never do that. I messed up the link to my package.use file somehow but I just fixed it.

Portage tells you that you cannot have those packages (or rather versions of them lower than what was on the output) installed with to be installed dev-qt/qtbase-6.9.1-r3.

I'd check the world file if those blockers are specified there.
I'd also check which packages depend on them. For example:

... and so on.

You're not giving us all the output, right? Because Qt itself is highly unlikely to be the problem here.
