Migrated six computers, all with without-systemd, all went without any problem.
What do you mean emerge -e @world rejects those packages? It's always gone perfectly fine here. Perhaps you're sabotaging yourself by running USE="-*"?
It might be self sabotaging indeed...

Yeah, temporary removal in make.conf cancels the issue.
