Read your news items, there's one about the python upgrade as it can sometime need to do something different depending on how you update / maintain things.
That aside, you're using neither -U nor -N, try emerge -uUDav @world at least, may or may not be enough to resolve everything assuming don't have any python_* USE in /etc/portage, or old overlay stuff still without python3_10 support
Edit: seeing how there's some dev-qt in there, if still have issues try --backtrack=100 in case.
