Invalid atom [SOLVED]

I added this uses in my packe.use of my local overlay but show this error "Invalid atom in /var/lib/layman/nosolosoftware/profiles/default/linux/amd64/13.0/nosolosoftware/package.use: Slot deps are not allowed in EAPI 0"
=x11-libs/gtk+-3.10.8:3 cups
=x11-libs/gtk+-2.24.23:2 cups

I try with this but same error
x11-libs/gtk+:3 cups
x11-libs/gtk+:2 cups

If I added this uses directly in /etc/portage/package.use all is OK but in my local overlay show the error. What is wrong?

It's missing a "eapi" file, like this:

ssuominen@null /usr/portage/profiles $ cat eapi
5

It goes to the same directory with the package.use file
