Did you tryed to reemerge media-libs/jpeg ?
Try to emerge php with

USE="-jpeg" emerge php

just for testing proposes, then you can see if it's a jpeg specific problem.

Tried turning off -jpeg USE flag, and remerging jpeg library.
Usually one of those fixes it, but not this time.

No idea why, but this worked for me:

I found the advice at a thread about the same problem with mod-php:
