Default background doesn't work in Firefox

Setting the default background in firefox doesn't change anything on web pages that do not set the background. Is this a bug or a feature? (At the risk of appearing shamelessly to push my own page, the following page does not set background colors: http://mathalacarte.com.) Should a bug be reported? The problem is there in both firefox and firefox-bin. Thanks,

Edit->Preferences->Colors..
Set Background color,
Unselect "use system colors" and "allow pages to edit these colors"

Thanks, that did it. I thought use system colors meant use the colors I set. Obviously the person who designed the menu had a different idea.
