error on running gensync

Im trying to follow the Gentoo Wiki on installing QMail Rocks on Gentoo and when trying to grab the authors custom rsync/ebuilds with gensync I recieve:

I would have emerged an older version of gentoolkit-dev but they have been removed.

I am truely not a programer in any sense, and I've tried searching the forums with no answer in sight.

Could someone point me in the right direction to resolve the problem?

The problem was in the HowTO he is telling people to wget a HTML page that displays the page contents; all is fixed after a quick copy-paste job.

I followed the http://gentoo-wiki.com/QmailRocksOnGentoo guide
trying to to gensync qmr-portage results in:

rsync: failed to connect to rsync.ufsoft.org: Connection refused (111)

is the service down? or have I done something wrong?
