Hello. Can someone explain how to install a KDE theme. I am trying to use theme manager and it does not see my themes. Also when downloading icons where do you put them so I do not have to browse to them?

In most cases, it's sufficient to click on "Install New Theme" and select the file (.tar.gz?) you just downloaded. KDE will take care of the rest (it will extract the tarball to ~/.kde/share/<somewhere>). This applies for both icons & themes.
In some rare cases, there are themes requiring compilation. If the themes you're talking about, originate from the kde-look.org website, there's usually a 'how to install' section in the theme-comments.
