Can't use mkdosfs

I'm trying to put a fat 32 partition on a SD card but get this error:

-su: mkdosfs: command not found

Is this because I have to be logged in as root just not 'sued in' or do I need to emerge something to be able to make dos partitions? I have Gentoo installed just trying to make a bootable SD card with a FAT 32 partition, so this question might not fit under 'Installing Gentoo', but didn't know where to ask it.

Apparently mkdosfs is a symlink to the mkfs.vfat command which is part of sys-fs/dosfstool. Perhaps you lack the link or the package. Anyway, here's the link I was reading: http://forums.gentoo.org/viewtopic-t-417747.html.
