Po co jest 3.3V? M.in. zasila to to chipset, w większosci płyt przetwornicę dla CPU (w PIV przetwornice pracują chyba tylko z +12), AGP, PCI - dużo

Taka jest ogólna zasada, ale co płyta to obyczaj. Generalnie to bardzo ważne napięcie, odpowiadające z pracę płyty.
