fluxbox-syntax is just for highlighting in vi, to use fluxbox you have to emerge fluxbox.
After that you either should have a selectable option with your favorite *dm (which was actually missing in older versions, don't know if this was fixed in between - I've done manually, but cannot remember how, sorry), or you select "Xsession" and create an .xsession file in your home and put fluxbox (and other stuff) in there, one of mine for example looks like
#!/bin/sh
fluxbox &
nvidia-settings --load-config-only &
fbsetbg -c ~/homeworld2xs.jpg &
xset r rate 250 30 &
fluxter -w &
wmdrawer dock &
wmix &
wmusic &
gkrellm2 -w &
xmms &
wmnetmon -t 30 -r 120 -y 60 &
wmappl -i /opt/icons/smallxpms/:/usr/share/icons/wmappl/:/usr/share/wmappl/ &
licq &
skype &
nice -n 19 xscreensaver

Hope that helps

sorry, I don't get it:

Version 1: after booting, do you get a text-console or a xdm/gdm/kdm login screen?

Version 2: If text-console: you enter login, password and without any further question it starts X? and if so, happens this with every user on the system, including root?

What exactly happens?

Okay, fine. If it was gdm or kdm, you would have a choice about the kind of session you want to use:)
DO NOT LOGIN here in X. press CTRL+ALT+F1 - you should be at a console now.
you can log in here and edit your .xsession file (simplest version: just enter one line with "fluxbox" and DON'T put a '&' after that) and then retry in X. You can return to the X console by pressing ALT+F7. If something fails and you've got no menu in X on any mousebutton (which there should be, usually by default twm starts), you can exit X by pressing CRTL+ALT+BACKSPACE.

If it's not for performance or disk space issues, I would suggest that you emerge gdm, so that you have a choice about what session to run at login. If you have gdm or kdm installed, you may want to edit /etc/rc.conf and alter the value for DISPLAYMANAGER and/or XSESSION there.

you should have "xterm" anywhere in the menu. take this, then you can continue ;)
you may want to emerge fluxconf. run fluxmenu then, edit your menues and add a "run.." entry pointing to "fbrun" in the menu at a point of your choice :)

you tried WHAT? opening an xterm? starting anything from the menu? emerging fluxconf? editing the menu? running fbrun? .

sorry, but you have to be much more exact in your posts, this way it will take years to figure out just what your problem might be ...

hmm .. strange .. never saw something like that happen. either you have messed up or broke something, but I don't know how this could just happen.

you can add a "/usr/bin/xterm &" before the fluxbox line in your .xsession, then you've got the terminal when you log in. That's no solution, but then you can continue and try to find out what have might gone wrong. but from you postings I would say that you are rather new to coping with problems at that level, so I'm afraid this will be difficult and taking a longer time to find out.

if your system is fresh set up, I guess you just missed something, the one or other use-flag or config or post-emerge action .. if you did an update to an very long (>6months) not updated system there also can happen strange things.

one more thing: maybe you want to switch back to the console, log in as root and check whether you have x11-terms/xterm installed. actually that's the best step to continue with i guess :)
usually it is automatically installed with x11-base/xorg-x11, but who knows .....
