Dual CPU: Kernel and Software

I am asking for any user who have experience of Dual CPU.

My co-worker tried installing Debian on a Dell 1U Rack with Dual CPU.

The ISO that got is something debian-dell-2.4.xxx.iso

The kernel support Dual (not hard about that)
the software compiled with Dual in mind (I hope)
but they say the performance didn't load balance and load on one of the CPU.

Any user experience with Gentoo and 2.6 kernel using Dual CPU
and can load balance in softwares like mySQL?

What kind of application are they running?

Linux can only balance *processes* (or threads) across CPUs.
That is, a single process can only run on one CPU at any given time. (It will however "wander" around between CPUs should it be rescheduled because another process gets to run).

If the application they are running is not written with MP in mind (threading) it will always use just one CPU.

Depending on what the application is doing you can work around that. For example if it is a batch rendering application, use one process to render frames 1-1000 and another for 1001-2000.
This will load two CPUs.
