Problems Emerging Anyhing

I can no longer emerge anything. When I attempt to emerge I get an error towards the install phase of the ebuild that says 'access log violation' or words to that effect and creates a log that says it could not chmod certain files. I'm not entirely sure when this started happening, but any help would be appreciated.

(I'm root when I begin the emerge, and I've tested and successfully be able to chmod any file on the system after recieving the error)

what does an ls -l tell you on the certain files?

Having the exact error messages (including what files were causing the violation) would be very helpful, but here's my instinct: it's probably stuff in /var/cache, you probably upgraded from portage 2.0.44, and your problems will go away if you:
