nls needed for locales?

Is the nls use flag needed for locales to work properly? I know you can install them with userlocales, but atm i have -nls in USE flags, and utf doesnt seem to be working.

to use utf8 you need the nls use flag.

if i enable nls, then when i compile glibc, will it install all the locales? or just the ones i specified with userlocales and /etc/locales.build ?

Mostly it seems that nls use flag will only install LC_MESSAGES part of locale data, but I might be wrong.
