Emerge(ish) on Win32

I've been told its possible to search and fetch files from a portage tree with a script running along side a Win32 version of 'wget'. I was also told its on this forum someware, but cant seem to find it.. can anyone point me in its direction?

emerge -f package name >> file.txt

go in, strip it down to one package per line, one mirror per package..
then copy the file over to a windows computer, and wget -i file.txt

Yeah, i was looking for sometihng that i can directlly run from windows, but that will do fine..
