UTF-8 to ISO-8859-1 console program wrapper

Does anyone know of a program which can wrap a full-screen console program (irssi in my case) and transcode all incoming and outgoing data between utf-8 and iso-8859-1? I use utf-8 for my console, but everyone else on IRC seems to use iso-8859-1, and irssi dosen't seem to have any built-in transcoding support.

check the irssi homepage for scripts/plugins, i think i saw something like that a while ago.
