[forums-announce] Forums will be read-only during the upgrade/conversion

During the upcoming database upgrade and UTF-8 conversion we will provide a read-only version of the forums. During this time you will not be able to make any posts, send Private Messages or register new accounts.

We will be marking the forums read-only at 22:00 UTC on Friday 7th September, the actual conversion is expected to start at around 00:30 UTC on Saturday 8th September. When the conversion is finished there will be some downtime on the forums as we switch over to the new database, change the Apache and PHP settings and verify that everything is working correctly.
