I have some old code that requires 32-bit libgfortran.so.3, but the current GCC has left that far behind. I'm trying to re-install the stable slot version of GCC-6.4.0, but it just isn't working.

I don't know why not compiles, in the chunck of build.log seems not report real error.
Alternatively you can try install binary package that you can found in http://packages.gentooexperimental.org/packages/

I tried compiling with the -j1 option since there were some other forum posts suggesting that that might fix the issue and got a clearer error.

compilation terminated.


Apparently that file only exists in masked versions of glibc... any ideas?

Or is this something where I'm going to have to go outside portage and just try to install binaries from gnu?

Why not just fix the build problem? Check whether a newer version of gcc-6 has this fixed and, if it does, ask for it to be marked stable. If it doesn't, report it as a bug. The gcc-6 series is still unmasked, so installing it is theoretically supported.
