I do everything the old-fashioned way (by hand).
Upgraded to the latest portage (2.1.2.11), and now I get:

* GNU info directory index is up-to-date.
* IMPORTANT: 3 config files in '/etc' need updating.
* See the CONFIGURATION FILES section of the emerge
* man page to learn how to update config files.
# find /etc/ -name '._*'
/etc/._cfg0000_make.conf.example
/etc/._cfg0000_etc-update.conf |
