After a long wait we're back and fully UTF-8.

It took a little longer than expected but the conversion has been a success. I'd like to thank everyone who has helped out with the conversion including all the moderators, administrators, testers and everyone who helped with translating the announcements. Special thanks to nnewton who helped out with everything on the OSL side of things and last but not least thanks to all of you for being so patient.
