Key remapping?

I love RTS games and play them fairly regularly. Often I like to change hotkeys from there defualt, some games don't have a native way to do this. In windows there are a couple programs to remap keys. But for the life of me I can't get anything like this to work in linux.
I would be a pig in shit if I could make:
ctrl-q to send key_pad_7

I really only care that it works in wine/cedega.

So far I can get shift-q to send key_pad_7 using xmodmap but I can't get anything involving alt or ctrl to work.

Thanks for any suggestions.

Thank you, I think I can get this working now. I will post back with the final config just in case somebody else wants to do the same kind of thing.
