Is there a way to check if the network cable is in the ethernet card without emergen a new tool?

By using ifconfig, or reading proc information or anyother way..??
Reading the status of the card...anything.. ??
Anyway, it doesn't have to be clear, like "cable is in", it can be any kind of information, like numbers.. etc etc...

EDIT:
mii-diag is an extra tool, it isn't a default package installed in every gentoo system right?

Cause I want to use only standard packages..

What you are looking for is mii-tool, which is in the (standard) net-tools package

So mii-tool and mii-diag are installed by default in all gentoo systems?
I remember that I had to emerge it myself..

According to qpkg, mii-tool is emerged from sys-apps/net-tools
Code:
$ qpkg -f /sbin/mii-tool
sys-apps/net-tools *

I checked /var/log/emerge.log to see when I installed sys-apps/net-tools and it was during the initial Gentoo install. So I would have to assume it is included in the base install. Some packages emerged after sys-apps/net-tools included sys-apps/procps, sys-apps/sh-utils, sys-libs/pam, etc. :)
