There was a time when everything was configured in /etc/portage/repos.conf ... YES, it was a file ... Today it is a directory, containg at least /etc/portage/repos.conf/gentoo.conf ... using/pointing to /var/db/...

So, what is the content of your old /etc/portage/repos.conf? A file? Or a directory? Maybe your installation is a little bit outdated?
this is what I mean !!!!it is a directory in which:

ls /mnt/gentoo/etc/portage/repos.conf 
gentoo.conf  layman.conf  layman.conf~  localrepo.conf
while

ls /mnt/gentoo/var/db/                 
Makefile  pkg  repos  sudo  var
I remember this issue since two years ago ... from a previous recovery (thanks @Neddyseagon )
