I will be installing Gentoo on my new PC and I currently have Gentoo on another PC. Can I copy my up to date portage tree (ie. all of /usr/portage) to the new PC during install, instead of downloading it, without getting any undesirable side effects?

yes, it is possible, but I suggest u another way, to use one portage tree on all system via NFS
