I use openbox as a window manager with a razor-qt desktop and lxterminal for my terminal windows. If I have a maximised non-terminal window (usually firefox) and I open a new terminal window, it doesn't appear raised, it appears unfocused and below my maximised window. Actually, the first terminal window I open always appears raised and focused, but if I switch to the maximised window, and then open a new terminal window, often but not always, the terminal window will appear behind the maximised windows and unfocused.
I cannot find a way to specify the the window should be raised on creation in the openbox settings. I'm guessing it's a windows grouping feature, something like if a new window is of the same class/name/title as an existing window then try to position the new window so it doesn't cover any of the other windows of the same group in the same layer as that group... but I can't anything to mentioning that sort of behaviour in the openbox docs either, so I can't turn it off.
