I am running Hardened Gentoo. My users can't renice their processes to low priorities above 0. I find this unusual, I don't believe it is the grsecurity patches because I can find no such sysctl. I have found one for chroots (kernel.grsecurity.chroot_restrict_nice) but it should not apply. There must be some kind of setting somewhere to make it so my users can renice their processes.

$ renice -n 5 27191
renice: failed to set priority for 27191 (process ID): Permission denied
