Provided you are using the Xfce control panel, the change should be instant.

If it isn't, it could be because xfsettingsd is not running (check it using top, htop, or whatever you prefer).

If that's the case, it could be that's crashing for some reason, or that you are not running it because you are using only a partial xfce install (i.e. you didn't install xfce4-meta or you are not running xfce4-session).

In any case, note that, except for the xfwm4 decorations, the rest can all be changed using 3rd party apps if you are only running the xfce4 panel or something like that. For example, you can use lxappearance to change the gtk+ theme, the icons, the fonts, and a few other things.
