Bluetooth radio turns on when waking from suspend to ram.

I don't like to have my WiFi or Bluetooth radios on until I need them so they are always off until I activate them. But I noticed that Bluetooth will turn back on if I wake from any of the "suspend to..." options. It is reproducible and happens 100 percent of the time. I don't see any obvious settings for this but is there a way that once I turn Bluetooth off it will stay off?
