Code:

emerge -pu --deep --newuse world
WARNING: One or more repositories have missing repo_name entries:

   /var/lib/layman/thebuell/profiles/repo_name

NOTE: Each repo_name entry should be a plain text file containing a
unique name for the repository on the first line.

These are the packages that would be merged, in order:

Calculating dependencies... done!

!!! The ebuild selected to satisfy ">=kde-base/kdm-4.11.2:4[aqua=]" has unmet requirements.
- kde-base/kdm-4.11.2::gentoo USE="consolekit handbook pam systemd (-aqua) -debug -kerberos"

The following REQUIRED_USE flag constraints are unsatisfied:
    consolekit? ( !systemd ) systemd? ( !consolekit )

(dependency required by "kde-base/kdebase-meta-4.11.2" [ebuild])
(dependency required by "kde-base/kde-meta-4.11.2-r1" [ebuild])
(dependency required by "@selected" [set])
(dependency required by "@world" [argument])

What does this mean? I have both systemd and consolekit in my USE flags!

It means you can't. Consolkit has been 'absorbed' or, more accurately, abandoned and reimplemented in systemd. Remove one flag.

Apologies if I take a while to respond. I'm currently working on the dematerialization circuit for my blue box.

Hmm, I removed consolekit but it's still reporting consolekit is still enabled. Most Odd.

My emerge --info definitely does not mention it.

Sorted by forcing consolekit off in USE flags with the dash symbol.

You should probably need to change the profile.

# eselect profile list

Code:
Available profile symlink targets:
  [1]   default/linux/amd64/13.0
  [2]   default/linux/amd64/13.0/selinux
  [3]   default/linux/amd64/13.0/desktop
  [4]   default/linux/amd64/13.0/desktop/gnome
  [5]   default/linux/amd64/13.0/desktop/gnome/systemd
  [6]   default/linux/amd64/13.0/desktop/kde *
  [7]   default/linux/amd64/13.0/desktop/kde/systemd
  [8]   default/linux/amd64/13.0/developer
  [9]   default/linux/amd64/13.0/no-multilib
  [10]  default/linux/amd64/13.0/x32
  [11]  hardened/linux/amd64
  [12]  hardened/linux/amd64/selinux
  [13]  hardened/linux/amd64/no-multilib
  [14]  hardened/linux/amd64/no-multilib/selinux
  [15]  hardened/linux/amd64/x32
  [16]  hardened/linux/uclibc/amd64
  [17]  hardened/linux/musl/amd64

(in my case)

# eselect profile set 7
