Hi,

I took some packages from Archlinux and combined only the necessary files to use oxygen on 32 bits into one package.
get the package here:

I'm not an expert, so this is rather quick&dirty. You will have to add /usr/lib32/kde4/plugins to QT_PLUGIN_PATH in /etc/env.d/ manually and run env-update. You may want to reboot or make sure you are starting your 32bit application from a Terminal that loaded the new variable. I didn't want to do this in the ebuild, because I don't know the proper way. The version number is simply the version number of kstyles.
As you can see, RDEPEND is empty. I guess all that's needed would be emul-linux-x86-qtlibs, which should be pulled in anyway by whatever application you want to use with this. If you find any other dependencies, please let me know.
I tested this with skype. It works flawless and looks quite OK, although you can see it wasn't made for oxygen. Eagle schematic refuses to use oxygen, probably because it ships it's own version of Qt.
