I had this problem some time ago and now it is back :(

It is a fresh install and I don't know how to solve it

I have D-bus running, consolekit running and this is my .xinitrc

pedro@gentoo ~ $ cat .xinitrc
exec startxfce4 --with-ck-launch

I would be glad if someone has a solution for this, it is the only annoyance with my desktop.

I had the same problem. Somehow I came upon this line added to my sudo conf:

%users ALL = (root) NOPASSWD: /usr/lib/xfce4/session/xfsm-shutdown-helper

After that never had any problem with shutdown using xfce. You might want to make it more restictive. I suppose the file /usr/lib/xfce4/session/xfsm-shutdown-helper permissions could be changed too.
