passwd: pam_start() failed, error 26

Good day ! Just installed Gentoo 2005.0 , stage 1 install .
When I try passwd (on my Gentoo Box, not on the livecd) this is what I get :
passwd: pam_start() failed, error 26

Note: After I finnished my installation I went ahead and read the Gentoo Security Handbook .. this is how my /etc/pam.d/passwd file looks like (maybe this helps??):
auth required pam_unix.so nullok
auth required pam_shells.so
auth required pam_nologin.so
auth required pam_env.so
account required pam_unix.so
password required pam_cracklib.so difok=3 retry=3 minlen=8 dcredit=2 ocredit=2
use_authtok
password required pam_unix.so shadow md5
session required pam_unix.so
session required pam_limits.so
I can't find help with Google .. nor on irc.freenode.net :S . Thank you for your attention !
