Hello. I am currently dealing with the sys-apps/'systemd vs udev block conundrum, and I have decided that I want to disable udev. So I add -udev to the USE line in /etc/make.conf. Now I'm tried an emerge -ND world, and got this output:

These are the packages that would be merged, in reverse order:

Calculating dependencies ... done!

!!! The ebuild selected to satisfy ">=kde-base/kdelibs-4.4:4[aqua=]" has unmet requirements.
- kde-base/kdelibs-4.11.2-r1::gentoo USE="acl alsa bzip2 handbook mmx nls policykit semantic-desktop spell ssl udisks upower -3dnow (-altivec) (-aqua) -debug -doc -fam -jpeg2k -kerberos -lzma -openexr -opengl -sse -sse2 -test -udev -zeroconf"

The following REQUIRED_USE flag constraints are unsatisfied:
udisks? ( udev ) upower? ( udev )

(dependency required by "sys-auth/polkit-kde-agent-0.99.0-r1" [installed])
(dependency required by "sys-auth/polkit-0.112[kde]" [ebuild])
(dependency required by "sys-apps/systemd-208-r2[policykit]" [ebuild])
(dependency required by "sys-auth/pambase-20120417-r3[systemd]" [ebuild])
(dependency required by "sys-libs/pam-1.1.6-r2" [installed])
(dependency required by "sys-apps/busybox-1.21.0[pam]" [ebuild])
(dependency required by "@system" [set])
(dependency required by "@world" [argument])

So how do I remerge kdelibs without the udev flag? I tried:

carter ~ # USE="udisks upower" emerge -1av =kde-base/kdelibs-4.11.2-r1::gentoo

These are the packages that would be merged, in order:

Calculating dependencies \

!!! Problem resolving dependencies for =kde-base/kdelibs-4.11.2-r1::gentoo ... done!

!!! The ebuild selected to satisfy "=kde-base/kdelibs-4.11.2-r1::gentoo" has unmet requirements.
- kde-base/kdelibs-4.11.2-r1::gentoo USE="acl alsa bzip2 handbook mmx nls policykit semantic-desktop spell ssl udisks upower -3dnow (-altivec) (-aqua) -debug -doc -fam -jpeg2k -kerberos -lzma -openexr -opengl -sse -sse2 -test -udev -zeroconf"

The following REQUIRED_USE flag constraints are unsatisfied:
udisks? ( udev ) upower? ( udev )

but as you can see, it still didn't work. What's my way around this. Nothing in the world should be as complicated as portage seems to be...

Perhaps it would help if you read the output more carefully. Portage told you that if you want to use udisks or upower, then you must use udev. You responded by reiterating that you want to use udisks and upower, but not udev. This is exactly what you had requested the first time and is what Portage told you that you cannot have. Portage reiterated that this is not a supported configuration. You can solve this by satisfying the constraints shown. Either restore USE=udev or disable both udisks and upower.

To clarify, Hu means "the udev USE flag on kdelibs." The systemd package provides a udev installation; the udev package itself is split from that to give udev without systemd (or one can use eudev.)
