The expectation was that kde-4.11 will force require semantic_desktop. What is the status of that with newly stabilized kde-4.11.2 ?

My plan was to stick to kde-4.10 if semantic desktop is unavoidable (or had to be disabled at runtime), however kde-4.11.2
appeares to be happy with my -semantic-desktop flag and does not pull in any pim-related or other packages that I did not have before.
Does it mean it is safe to upgrade to ?

Yes. semantic-desktop was put back at some point, probably 4.11.2

I am running kde 4.11.2 with -semantic-desktop. I had to deinstall kgpg and drkonqi though, which now seem to require semantic-desktop.

Otherwise the update is a nice one, finally kwin is picking up some performance - the desktop effects are noticeably less choppy.

My understanding is that the kdepim suite is the only set of packages that have been made unconditionally depending on akonadi. Therefore they all have a hard dependency on semantic-desktop.
=> If you are happy without anything from the kdepim suite, you can still be free from the semantic-desktop.
