Finding out which packages are new after an rsync

well wizzy had an idea for a script that if run after an rsync would output the new packages available (or removed from the tree). Note: this does not show updates, just additions to portage.

After spending a few minutes to throw together a script along with a good idea from wizzy to use diff instead of an awk script we have a nice script which when run will tell you the changes in available packages since the last time it was run.
