It has been a while on this topic, but I just ran into this error on some very old gentoo installs. (no overlays in use)
What fixed the problem for me was creating the repo_name file:
Code: | touch /usr/local/portage/repo_name |

also check in
/etc/portage/make.conf
if you have
PORTDIR_OVERLAY=whatever
" This variable is deprecated in favor of settings in repos.conf. This variable is a space-delimited list of directories. "

if you have moved from layman to eselect repository
you might want to delete it |
