Can eix replace totally emerge and layman for sync and search and somewhat equery for the installed app?

No, eix is not emerge replacement, it will run emerge for you, though.

Yes, it runs emerge and layman to sync if you set it up that way.

It can search and it can query things to some extent; though, you have to see for yourself for this one.
