You don't think that He-Man's physique was a sufficient attempt? I mean He-Man has to be at LEAST as bad in proportioning as Barbie. But somehow no one gives a shit about He-Man. Is it because he hasn't stayed as popular as Barbie?

Aren't they all DOLLS?!?! I believe ANY comparison of a toy to a human isn't reasonable. Hence my first mockery of this concept in talking about Raggedy Anne.

We could just as easily say that Barbie is some kind of super-woman, or super-model for that matter.

Also, to actually answer your question . . .

Originally (based on the comics that had been shipped with the toys) before there was a He-Man cartoon he was a barbarian, and there wasn't anything "super" about him.

When they adapted the story for the TV cartoon series he had a mild mannered alter-ego and then would transform into the hulking He-Man. Completely destroyed the lore for me, by the way.

It was so much better when he was an unapologetic badass all the time, without shame.

That sounds like a super-hero to me (the modified version most are likely familiar with). And Barbie is used to play "house" with roles such as "mommy" and "daddy," etc. IMO the difference is significant. Particularly when the rest of society piles on.
