what i often find when doing emerge sync is:
ebuilds that were stable before have been altered and need to be downloaded again. (e.g. ebuild changed because of new patches to xfree)
so reinstalling xfree would result in a different version.

because i can't remember everything that i have installed or check the changelog for all ebuilds that have changed nor do i think anyone else does this:
* wouldn't it be better to do a revision for every change in any ebuild except for unmasking on different processor platforms?

the way it is now only emerge -e world periodically would really give me a uptodate system...

what do other people think about this issue?

I noticed, that the developers often change ebuilds, without changing the revision number; Even if the ebuild is not masked. This isn't a good practice imho.

There is a bug reported, named masks diversification, but I don't think Gentoo has the human ressources to ensure that the quality of such a finegrained classification is the same in all subtrees/ebuilds of portage.

the new ebuild system described on your link propably seems to be a bit of a overkill.
not touching stable ebuilds doesn't need additional human resources imho.

Yes, but changed ebuilds should reflect the change imho. What does a fixed ebuild help, if not everyone takes notice?
