Error while emerging x11-libs/libdrm-2.4.46

While trying to emerge xorg-server, emerge failed while installing x11-libs/libdrm-2.4.46

It looks like it couldn't get a file from the network:

I/O error : Attempt to load network entity http://www.oasis-open.org/docbook/xml/4.2/docbookx.dtd

But I was able to get the same file using wget.
/var/tmp/portage/x11-libs/libdrm-2.4.46/temp/build.log
emerge --info '=x11-libs/libdrm-2.4.46::gentoo'
emerge -pqv '=x11-libs/libdrm-2.4.46::gentoo'
/var/tmp/portage/x11-libs/libdrm-2.4.46/temp/environment

I was using distcc for this build, but the problem stayed when not using distcc.

Something strange - at the end of the log (line 333) it says
Code:
/bin/sh: line 1: 31289 Segmentation fault      /usr/bin/xsltproc -o ...


this is ppc64 arch, but libdrm-2.4.46 is marked as stable. Anyone has any ideas about how to fix this?

Try reemerging app-text/docbook-xml-dtd:4.2 - perhaps some of the catalog symlinks are incorrect.
